As Village Clerk, Kelly Duffy (an elected official) attends meetings of the Village Board, keeps records of its proceedings, and publishes and attests to all resolutions and ordinances passed by the Board. The Village Clerk attests to all contracts of the Village, as well as all licenses, permits, and other documents. The Village Clerk is responsible for keeping the official minutes of all other Village Boards and Commissions and maintaining the Village Code. The Clerk is the official "Keeper of the Records", which includes minute books dating back to the 1890s. Local, state, and federal election information is distributed and voter registration is conducted throughout the year.
The Village Clerk also functions as the Village Collector. As such, all business and vending licenses are processed through this office. The Clerk has a fiduciary responsibility to collect and accurately report all monies due to the Village. All legal notices are published through the Clerk’s office. Block party, solicitation, and tag day requests are processed and maintained, coordinating the necessary services of the Public Works, Police, and Fire Departments. The Clerk holds regular office hours to perform the necessary day-to-day functions of the Office.
Kelly joined the Village of Evergreen Park in 2018 at the Office of Citizens’ Services serving as a Meals on Wheels Driver and Secretary, executing the various programs and special events the Department is responsible for, including assisting with the weekly Farmers Market and the Village Food Pantry. Kelly has most recently gained experience in Village Administration, beginning as a Clerk processing vehicle stickers, birth certificate requests, and block party applications among many other tasks. Before taking on the role of Village Clerk, she was the Village’s Payroll Administrator. In addition to Clerk, Duffy is the Registrar for the Village and also serves as a member of the Evergreen Park Village Pantry Coalition Board.
Early in her career, Kelly owned a successful coffee shop and was an accomplished leader in direct sales for over 20 years. She has also served as a personal caregiver and was featured as one of Chicago’s Faces of Care by AARP in 2020. Kelly also spent many hours volunteering for the ACS Relay for Life. Duffy sent her two children to schools in both Evergreen Park School Districts. She volunteered for the Northeast Elementary PTA, eventually serving as its President. Her active involvement reflects her trust and support for the local school system.
Kelly has been a resident of Evergreen Park for 20 years. She is a graduate of Mother McAuley Liberal Arts High School and is pursuing her Associate Degree in Business Administration at Moraine Valley Community College.
